Terminal users receive services under the joint terminal use model. This arrangement is governed by the Rules of Operation, the Terminal Use Agreement, the Joint Terminal Use Agreement, and other applicable acts issued by the terminal operator.

Lending and Borrowing Model

The joint terminal use model is based on the principle of simultaneous and shared use of the terminal by all users, who are obliged to coordinate their rights and obligations accordingly.

A key feature of this model is the LNG lending and borrowing mechanism, whereby users without physical LNG in the terminal temporarily utilize gas from users who currently hold LNG inventory in the terminal.

Users whose LNG is borrowed remain entitled to its return. Each user who borrows LNG is obligated to return the borrowed quantities to the respective lender upon the delivery of their own cargo.

The terminal operator maintains accurate and up-to-date records of all lending and borrowing transactions, expressed in energy value.

Service Scheduling

To ensure uninterrupted, safe, and efficient terminal operations, all users must coordinate the use of their contracted capacities.

Based on users’ coordinated plans, the terminal operator prepares annual and monthly service schedules.

In doing so, the operator takes into account the terminal’s technical capacities and limitations, planned vessel arrivals, cargo volumes, regasification and transport needs, and the functioning of the LNG lending and borrowing model among terminal users.

Preparation of the annual service schedule begins no later than March 15 each year, while the final version must be issued and distributed to users no later than June 1.

Joint Terminal Use Agreement

  • Each new terminal user is required to accede to the existing Joint Terminal Use Agreement.
  • By doing so, the user accepts all existing terms without the right to propose changes upon accession.
  • The terminal operator will provide the accession form, which must be signed and returned within 15 days of receiving the invitation to conclude the agreement.
  • The agreement becomes valid once it is signed by all terminal users and the terminal operator.
  • Until this condition is met, the user may not access terminal services, even if a Terminal Use Agreement has been signed.
