WASTE AT THE LNG TERMINAL CONSTRUCTION SITE IS DISPOSED IN ACCORDANCE WITH THE REGULATIONS

Zagreb, 9 December 2019 - After public release of a video by the Mayor of the Municipality Omišalj together with the Head of Primorsko-Goranska County on 2 December 2019, showing the discharge of content of auto-pump through a hose, allegedly made on a construction site of the LNG terminal, we respond as follows.

On 3 December 2019, construction and environmental inspections arrived at the LNG terminal construction site for inspection. The construction inspection found no violations, while the environmental inspection found that the recording was made near the cadastral particle 14013, which is used by the Contractor under a lease agreement with Adria Polymers d.o.o. and that the recording does not determine the time at which the event was committed, nor who committed it. The inspection also found that there was a separate location on that part, at which the Contractor disposed residual concrete, which was used as bulk material after concrete curing process, all in accordance with the detail design. Also, it was determined that all hazardous and non-hazardous waste is disposed of in accordance with the regulations.

Following the inspection carried out on 3 December 2019, with the aim of identifying the perpetrators, inspection was repeated on 9 December 2019. During repeated inspection, the environmental inspection determined that GP Krk d.d. is responsible for the specific event shown in the recording, given that GP Krk d.d. as the contractor for the concrete pouring activities on the construction site is responsible for the treatment of construction waste, regardless of the fact that it cannot be determined from the recording when the recording was created or who is the owner of the vehicle on the recording.

It is impossible to determine the time of the occurrence of the event from the recording, and it is also impossible to determine the perpetrator, since the video record shot was cut so that neither the vehicle nor the person driving the vehicle can be seen, but only the hose of the auto-pump which is in idle condition for the first 40 seconds of the video recording, and then releases something into the sea, after which the view of Omišalj is zoomed on the recording.

As it can be seen from the map shown, it was determined that the incident occurred at the location indicated with the red letter X on the map, which is located inside the former Dina Petrokemija facility, opposite the cadastral parcels of the future LNG terminal or the location of the construction of the LNG terminal jetty. The location on which the incident occurred, in addition to the contractor's staff, is accessible also to other potential perpetrators, as it is a site within the former Dina Petrokemija facility, and it is impossible to determine who is responsible for the incident.

What we would like to emphasize here is that such actions (discharging the of content of the auto-pump into the sea) do not take place during execution of works on the LNG terminal construction site and that when it comes to residual concrete, it is disposed at the places envisaged for it, in accordance with the prescribed procedures on the construction site, and which after the process of curing, is used as a bulk material for the purpose of constructing a future plateau of the terminal.

We strongly condemn this incident and we believe that this action was staged with a purpose of further obstruction of the project by particular interest groups, in the absence of valid arguments.
